I used diald when I first set up linux.  It is pretty cool the way you can
control it from any computer, either m$ or linux.  It will graph bandwidth usage
for you among other things.  But you can get demand dialing without it by just
adding the demand option to pppd.

Iptables does not care what kind of interface it uses, eth ppp or any other for
that matter.
