You are right. Win products are designed to be run on machines 
with dead transformers. It's a feature, not a flaw. Check the 
fine print on the EULA. This, and the deep ocean clause, are the 
only two circumstances under which the performance of the 
operating system can be guaranteed. If the machine has two dead 
transformers you will need a separate OS license for each.
