It's not quite that bad, but has many advantages.

Like not having to reinstall the boot sector after installing a new kernel.
And not having to reinstall the boot sector after editing the config file.

You can also EDIT the config file/menu on the fly on the boot menu!  So if 
there is a mistake in it, you can fix it and boot.  Or you can add new boot
entries on the fly in case you forgot to edit the config after installing a 
new kernel.  You can even browse filesystems from the boot menu if you 
forgot the name of the new kernel, or what directory it lives in.

And I can use my generic GRUB floppy to boot ANY Linux system I have here
by entering a couple command lines!  No valid LILO boot sector required.
