XML is unless without namespace and stylesheets/templates. The W3C
introduced XML to get vendors to stop complaining that the standards
process was too slow, and could allow vendors to self-document their own
standards creations.

The problem is that 98% of commercial XML efforts are just using XML as
a marketing gimick, and their so-called XML file-formats are just
arbitrary content between undocumented tags. I especially love various
applications that can export XML, but cannot import it back in and/or
lose style/formatting if they can.
