As long as you have Samba 2.0 (possibly 1.9 as well?), you're set to use
WINS.

Your WINS server's smb.conf should have:
   Browse List = Yes
   Browse Master = Yes
   Preferred Master = Yes
   [ Domain Master = Yes *1* ]
   OS Level = 255
   WINS Support = Yes
   [ DNS Proxy = Yes *2* ]
   WINS Proxy = Yes *3*
   Name Resolve Order = wins lmhosts host bcast

Your other Samba servers and clients should have:
   Browse List = Yes
   Browse Master = Yes
   Preferred Master = No
   [ Domain Master = No ]
   OS Level = 64
   WINS Support = No
   [ DNS Proxy = No *2* ]
   WINS Server = (ip address of WINS server above)
   WINS Proxy = No
   Name Resolve Order = wins lmhosts host bcast

Your Windows systems should have:
   Control Panel -> Networking -> TCP/IP -> WINS
   Primary WINS Server = (ip address of WINS server above)

Also, be sure to use _only_ IP for networking on Windows!  If you
enabled IPX or NetBEUI, expect issues with browsing!

*1* is necessary if you are spread across more than one subnet.  Windows
systems expect to in a "Domain" if you have more than one subnet. 
Fortunately, again, Samba can do the "Domain" directory stuff, but still
keep authorization (i.e. controller) functionality on a per-system
basis.

*2* is if you want to use DNS to lookup names that don't seem to have a
NetBIOS name registered.  It is ideal if your enable this on all systems
that are also DNS servers -- especially if your WINS server is.

*3* The "WINS Proxy" should be enabled.  This is a really cool feature
that really has no equal on the Windows side.  If a Windows system has
not been setup to use WINS (let's say you missed a system when you
decided to switch to WINS), the Samba server will proxy its broadcast
requests like it was using WINS.  That way, the system can still talk to
systems on other subnets.  But you should still setup your Windows
systems to use WINS regardless if you have a WINS server.

Samba 2.2 adds all kinds of functionality, including the ability to be a
PDC/SDC for just about anything short of Win2K+SP2 and XP systems.
