There is GLUE (Groups of Linux Users Everywhere),  but I haven't heard much
about them in awhile.  Project may be dormant.

Many distributions (RedHat) also maintain lists of Users Group.  

I stumbled across one at IBM's site once,  but due to the complexity of the
labyrinth have never been able to find it again.  I suspect that at least one of
just about everything that has ever existed in the entire Universe exists
somewhere in IBM's website.  Except maybe marshwiggle's,  as the site may be a
little to dry for them.

Maybe what we need is a meta-directory of User's Groups.  :)
