1. Americans see no diffrence between training and education.  

American: "I teach Johnny to use Word,  Johnny now know computers!"

2. Institutional disqualification of good people.  I researched the public
school system for a college paper,  the fact is that the average public school
teacher's college  GPA was somewhere between 2.5 and 3.0.  NOT the cream of the
crop.  Ludicrous "certification" requirements,  demand for hours and hours of
MEANINGLESS courses,  and the fact that most highly rated educational programs
are at PRIVATE (i.e. EXPENSIVE and often conservative) institutions discourage
EXACTLY the type of people you WANT to be teachers (self motiviated independent
thinkers who study out of love of knowledge and understanding).  Raising the pay
won't help,  the best don't do what they do for money.

3. No fiscal accountability.  All those millions of dollars are consumed by
bloated projects and only a small percentage actually reach the teachers or
classrooms.
