It appears already set for 8859-1
I re-set it to 8859-2 with no apparent change.

This problem is not consistent across all web pages ... this leads me to 
think that perhaps I am missing some MSFT / TT fonts and some genius has 
decided to substitute the jerky font for the missing ones. The letters 
alternate in height ... looking something like "hacker-speak" except that the 
edges are also broken up pretty badly.
