SmoothWall is a lightweight Linux distro for utilizing the Linux
kernel's built-in packet filtering (firewalling) capabilities. 
Newer versions include Squid for proxying/caching.

You can block IPs with the Linux kernel's packet filter, but you
probably don't want to use it for higher-level, specific services
like web browsing.
