A 2.0 kernel is recommended for less than 16MB.  2.2 and 2.4 are
optimized for at least 16MB of RAM.

RedHat 5.2 with kernel 2.0 would be better IMHO.  You still have
GLibC 2.0, so a number of programs can run on it, or be recompiled
for it.
