It wants to be in an init script but isn't. There is an example script in 
/usr/share/doc/dhcpcd-1.3.20pl0/README but it is unclear whether it should 
be placed in xinted, rc or rc.local. The doc writer left that part to the 
readers imagination <sigh>. (One word short of a really helpful README)

I am just now taking a class in shell scripting but can not yet determine 
from the script itself where it should go. My GUESS is xinetd ... but it 
could be a rough tumble at boot time if I am wrong.

According to the README doc, it survives a SIGHUP so should have to be 
re-invoked only after a deliberate KILL. At present, I have a line calling 
it as the final line of rc.local but the /usr/share/docs indicate that 
this is not the proper way to handle the matter because, they say, dhcpcd 
should be running before a number of other programs do. IIRC, rc.local is 
the last init script.

That's what I've found about dhcpcd ... but doesn't really answer your 
question. The simple answer to your question is "no". :-)
