[KLUG Members] Netscape peculiarity

I've been having a new problem with netscape that seems to have come
from the ether.  Here area my notes on the problem:
10/31/01:  new netscape problem:

When using netscape when booted from deal,
attempts to open a page elsewhere (ANYwhere - e.g. www.google.com) lead
to the error message:

"Netscape's network connection was refused by the server.
The server may not be accepting connections or may be busy.

Try connecting again later."

Yet email can be downloaded from henson and mail can be sent out with no
problem
and ssh works fine (outside netscape).

However, no such problem exists if I start netscape as root!

What is up?

Another new problem that might be related:
When attempting to explore my ppp0 configuration in control-panel by
pressing the 'edit' button, 
I get a segmentation fault.  Never had that before.

One possible cause of the change:  I had been exploring 
Mozilla prior to this problem popping up.  I did try shutdown,reboot
to no avail.

Any suggestions?
