It depends on the chip.  The larger cache ones 512k or the even better 1Mb 
can still hold their own.  And they SMP very well.  For 256k chips I think 
it is better to scratch and upgrade.

It really depends on what you do.  I swear by SMP,  even if one doesn't 
run multiple concurrent tasks it really helps the machine remain 
responsive while one large task busys out a CPU.  But you'll only notice 
if you frequently run tasks that hit the machine hard for a sustained 
amount of time.

The coolness factor of SMP is quite high.  Chics really dig it: "Oh my!  
Your box has FOUR processors, purrrr........" :)

It depends on what else you connect.  I put my drives in an extenal 
cabinet what has it's own PS.
