Yes you need a VRM unless you are only running one processor. 
 Where can I get them, assuming I can at all?
I have a couple different PPro machines one came with a VRM and the other 
two I had to search all over for them. The only consistent place I found 
them were at Ebay, but make you get the correct one for your motherboard.

Yes a dual 333 PII is the home machine for us at whitemice.  We will have 
three to four people on at once and notice no problems.
