No, the mentioned protocols have been submitted to various standards
bodies but not accepted (yet).  There really is no grounds on which they
could charge royalties for use of the protocols,  but that realization
requires WAY more reading and understanding of the topic than your
typical Ziff-Davis pundit can manage.  I think the Internet as a whole
should be able to sue Ziff-Davis for libel and slander,  but thats just
my opinion.

Some one could of course charge for services provided VIA the mentioned
protocol, but so what.
