Could it be that your chirping box has QoS packet scheduler (Quality of
Service) enabled?.  It is supposed to control rate of flow and
prioritization.  I have not looked at the traffic from a QoS enable
card, so I don't know if that is what it would look like.

On an unrelated note...I had to fill in for a couple of W2k classes
(Active Directory and Network Infrastructure) a couple of weeks ago at
IvyTech.  By the end of the classes, the students were more interested
in using Linux than the MS W2k.  Just giving them the info to make their
own edumacated decision :)
