[KLUG Members] Setting user Ulimit.

Honestly, now that I think about it, I remember.  I had just set up this
box, and another, with Bastille.  I'm not sure if THAT did it, or setting
up the RH box did it, but sure enough, on that other box, it was there
(the server just isn't used yet).  I'm glad I found the error (after just
dealing with it for the longetst time).

Regardless, if you have file limit problems, check
/et/security/limits.conf .  That's the bane of MY existence.
