Ah!  In my fiery wrath towards all things telopoly (When their lease expired on
Hell,  all the demons immigrated to Earth and then created AT&T because they
were homesick) I jumped to a conclusion.

O DaemonPortOptions=Port=smtp,Addr=127.0.0.1, Name=MTA
in /etc/sendmail.cf?  Yep.  Add another line like that with the address you want
it to listen to (leave the 127.0.0.1 line intact).

P.S. "netstat -ap" would have told you senmail wasn't listening on your NIC.
