Wow, I'm rarely blamed for the restoration/installation/manifestation of sanity.

It is the raidtools package on RedHat.  You can man raidstart, raidstop, 
raidhotadd, etc... Everything raid* in /sbin.

Nope.  If you don't use it it just lies their dormant.  It is part of the stock 
kernel.
