"allow the user in?  The "passwd program" parameter only effects the 
ability of a user to change their passwd, not gain initial access.  

Possibly you made some other change previously, thought it didn't help,  
made this change, and restarted samba (having forgot to do so after the 
previous change) and  it worked;  and you attributing success to the wrong 
change?  I know I've done this several times myself.

If it works, why not?  Just verify that {invalidUser}:{invalidpassword}, 
{validuser}:{nopassword}, {invaliduser}:{nopassword} and 
{validuser}:{invalid password} don't work.

That part is easy.  Go into nautilus and type smb://{win98 machine name}
