They won't do either.  They've got may other tricks up their sleeve.  

On Monday they announced a new quasi-concurrent-user licensing scheme.  I
haven't read the fine print;  but this could potentially take alot of wind out
of the Linux-Is-Infinitely-Cheaper sails.
