Here are some thoughts from another LUG I posted the info to...

This has been discussed several times here since 7.3 came out, since it
changes the ordering in 'ls', and some applications, of files and
directories as well as the character issues.  In 7.3 is was just the
ordering that I know was an issue.  The character issue did not appear
until 8.0.

Tough I personally make the changes by adding these lines to the file
$HOME/.i18n
