You need to generate two config files, and start two X servers.  This is no big
deal.  Tell one to use the mouse and one to use the touchpad as their respective
pointer devices, and obviously seperate video devices.

X -xf86config file1 :0
X -xf86config file2 :0

The keyboard thing I don't know about.  I don't think you can "share" a
keyboard, as where would the focus be?  How would you determine who got the
keyboard when?  If the touch pad app doesn't require a keyboard you can probably
configure X to have no keyboard (I've seen this done once).
