Since Win9x came with your computer (effectively free), so long as you
never upgrade the cost is the same = $0.
Want to upgrade? Then the math is pretty simple. What does the next
version of the Windows OS cost?
You could run a free office package like Star Office on either
platform. RedHat doesn't really compare to 9x as you can't use 9x as a
mail server (to replace Exchange), a web server (to replace IIS),
etc... That is where Microsoft products become very expensive.
Calculating TCO (total cost of ownership) is very difficult and depends
on where you have on-site IT staff or not.
