Don't know about Mozilla per se, but Navigator and IE don't use exactly the same
style sheet settings (technically, there are some settings in the CSS standard that
-neither- support) .  So, you can create a style sheet that will work in IE but not
in Netscape and vice versa.  The trick is to create a style sheet that will work
"good enough" in both (and the other browsers as well).

Alternatively, it's possible to create more than one style sheet and then
autodetect the browser and assign stylesheets dynamically.  That's a difficult and
frustrating job, though, and most businesses have difficulty justifying the
expense.
