This is relatively easy to set up and a myriad of clients have been
develpoped.  How do you want your users to submit a request?  From a
single application or from many.

Currently at work we are using vsifax, which is commercial.  This was
chosen because it is what works with the business application that we
purchased.

hyla is proven and rock solid.  Plan on purchasing an expensive fax
modem no matter what you get at around $110.  You may regret it if you
don't.  If your developing an ap to use one or the other I would suggest
hyla.
