I've never used RS6000's (we use HPUX), but I suspect the industry is
pretty much the same.  We usually buy used HP (PA-RISC) workstations and
servers which are a few years old, very often coming off lease, for a
fraction of the cost of new.  They aren't the latest model, but run all
the latest OS versions and software, and have more power than what we
need.  They can also be covered under our HP maintenance contract. 
Check around for used equipment dealers.
