Hold on, let's look at this ...  verify ...

A)  Your P2 processors are the same Intel S-SPEC number (or listed as
"compatible" with each other)
  A1)  If not, try loading with only 1 processor

B)  If all 4 DIMM SDRAM slots are used, you are using Registered DIMMs
  B1)  If not, try removing 2 DIMMs (2 DIMMs in use)


Other things to try:

  1)  Let's eliminate the AGPGART issue, use a PCI video card
  2)  Try an ATA hard drive
