Is this Mandatory Access Control available for people to implement
though?  Where to find out about it?

Part of the CD burning/ripping is the root user thing, but more of an
issue is first getting it to actually work (although Red Hat 7.3
worked without a glitch on this!!!).  The biggest problem is a good
gui interface that would rival the likes of Nero on Windoze.  Gnome
Toaster is very close for a basic burner (although I have yet to
figure out how to burn an iso image with it - thank heavens for
cdrecord and the great help from this list).  X-CD-Roast is good but
has a ways to go.  It is really powerful but not very easy.  I have
found it to be somewhat glitchy too.

Things like tax software, some specific educational titles, and games
that so far I have only found for Windoze and Mac.  Also, I have yet
to find a good video editing package that comes close to iMovie
(although I would love something even more powerful than iMovie - but
it is a great starter package!!).  If we could get Apple to port
iMovie to Linux I would even lay down cold hard cash to purchase it. 
Oh, and a good native Quicktime viewer/editor for Linux from Apple
would get smoe of my dollars too!!!

Part of the problem here can be laid right at the feet of the
consumer too!!  I used to work at a full service computer store.  We
would have people come in and get all sorts of advice and educational
tips from us and then go down the street to one of the cut rate clone
shops to get a computer because it was the cheapest one they could
get.  They came to us for the advice though because the cut rate
place could not answer even the most basic questions.  Well without a
good cash flow the company could not keep things going.
