In what order *****EXACTLY****** did you install the packages?

You must put the tomcat4 modules in first. As they drop a file in which 
opennms, a tomcat4 application, must register itself.  If the file doesn't 
exist tomcat4 won't know it should be hooking up with opennms, and no joy.
