[KLUG Members] determining what is using a resource

I have had times when I am trying to accomplish
something (like unmounting a drive or running a
program that needs to use the sound card) and I get an
error that something is using the device
/dev/thedevicename.  How can I determine what process
on the computer is using the device so that I can get
it to release?  

It's embarrasing when that happens in front of the
minions of Chancellor Gates that I have told how a
person does not always have to reboot the computer and
then I have to reboot the computer to get the process
to release the resource.  :-(
