Solved.  From the squirrelmail documentation:

 "If you have upload disabled in your php configuration,
  squirrelmail will not send email at all."

The same is true for IMP!

After running both, I'm seriously considering dumping IMP
and going with squirrelmail.  The functionality may not be
as good as IMP, but it's not bad, and it's is a TON easier
to install and upgrade.

Goose:  If you're having trouble with IMP, I recommend you
try it:  http://www.squirrelmail.org/
