Yes.  I tried upgrading to 2.2.4 with the same results.

That seems to have "fixed" it.  

"map to guest = Bad User" seems to function exactly the same as 
"Bad Password, and I don't think it should.  If I type a valid user 
and invalid password it gives me the guest account.

Weird.
