There's a few things that do this.  http://www.openssh.com/windows.html
has a few good ones.  I like the one at networksimplicity, although it's
ssh isn't the best-- backspacing is dicy, among other things.  Sftp works
great, though.

XwinPro does this, now known as WinAxe.  Works great.  Start the server,
SSH to the linux box, and run any X apps you want.  There's many good SSH
clients that will do this (tera term, putty) but make sure you have X
forwarding on.  What's cool is that you can do full screen, and run
something inside the X server, IE KDE, gnome, windowmaker...

Are you looking for like, more SSH stuff? Do you want an entire linux
desktop? You could connect to the terminal, export the display, and start
the window manager.  I've done this before. IT runs everything off the
remote server.
