There was a person a while back asking about charter and programs
that were not working.  I forgot to respond at the time and just now
remembered.  FYI Charter DOES block certain ports ie 21, 25, 80 and
others.  

The contract that you sign will state that you will not put a server
on line.  If you call about why your web server etc does not work
they will give you one warning and then after that they will
disconnect you never to reconnect you again (or supposedly so but
they do make mistakes sometimes).  

I had a person in one of my classes that now works for Charter in
level 2 support who gave me the entire scoop on it.  They do not scan
for servers but they do block the most common ports and if you call
or if someone reports you they will act.
