I asked and for residential service the answer was that they do port 
filter, and no the agreement doesn't allow you to provide services.

Residential customers also cannot get static IPs,  you have to upgrade to 
the comercial service, and thats fees + a $300 dollar router.  You don't 
want the router, tooooo bad.
