I believe they function the same, although I haven't used any others.

Spamcop's blacklist is user driven from the spam reports they receive.
And it claims to be more aggressive.  Even so, I haven't had any
problems with it blocking legit IP's.

A couple times, someone has complained they were blocked, but after
tracking it down, it always turned out their outgoing mail server was 
a common server (like from an ISP) which a spammer was also using.

The user then reported the problem to their ISP, forcing the ISP to
crack down on spammers on their network.  Another way to fight spam!
