I tried it on my box, and the GUI starts without a problem.

One disadvantage of GUI's is sometimes they don't give good error
messages.  Try running this program from a terminal window as root:

  /usr/bin/redhat-install-packages

And see if it displays any better diagnostic messages in the terminal.
