Short answer:  "I don't know".

redhat.com publishes a list of all their mirror sites.  (I'll let you
find that list - anyone who can't find it should just buy Redhat! :)

I have all the close sites bookmarked in ncftp.  I started a whole bunch
of ncftp windows, each retrying a different URL.  When one finally
connected, I killed the other windows and downloaded all the ISO
images.  Which one finally got through?  I didn't bother looking.  And
it really doesn't matter since none were easy to connect to, and next
time I'd probably get through to a different URL.  And the URL's that
are close and fast to me, may not be close or fast to other people on
this list.
