I wish I had that kind of money left over.  I would recommend a piece of
junk for creating the application.  Something around $400.  Then when
the app is ready buy a horse to run it.  If you buy the horse now, in 18
months it won' be so fast.  Remember that the server and client do NOT
have to be on the same machine.  If you have a horse, have it run the
database.  Write the app to use a configurable database name and
hostname.  Then the server can run the production database and the
development database at the same time from different clients.  Is your
client going to be a php ap, windows ap or a x ap??

The os will take care of the cpu's.  The effectiveness will depend on
the server software as well as the client machine and software.
