That's because it hasn't been _updated_ since Redhat 8.0 came out!
Try ftp.redhat.com or buy source code CD's from me!  DUH!   :-)
(or see Bob, if he's figured out Redhat's FTP site yet ;)

I looked at the SRPM and it contains the patch mentioned in the article,
but it's not activated in the binary RPM.  A simple one byte tweak of
the SPEC file, followed by a build changes that.

However, I've yet to find any web site where I can tell the difference.

The biggest improvement I've seen so far comes from upping the 
"-dpi" parameter that starts the X server.  MAJOR IMPROVEMENT!!!
