Certainly.  In fact it has been on the requested topics list for some 
time.  But like the GIMP (also requested for a long time) we don't 
seem to have very many members from the graphics biz.

There are VERY cool apps for video editing, such as Cinelerra 
(http://heroinewarrior.com/cinelerra.php3) that I've read on USENet rivals 
some very expensive commercial applications.  But, again, we haven't been 
able to drag a user of any of these out of the wood work.

You could bring your box to a newbie meeting and ask a guru or two to help 
you through the process.

Not an all-in-wonder, but video capture, yes.  I don't have the hardware 
to really get into it however.  Cinelerra will START on my Dual PII, but 
don't try and edit anything.  One needs a minimum of 512Mb of memory, at 
least one >1GHz CPU, and some bloody fast disks.  Once you see that it 
(Cinelerra) supports back-end render farms one starts to suspect the 
minimum specs are just that: "minimum".
