My friend Shawn was IT at a graphics arts college: thus, heavy on Macs.
He played with OS X after having used Linux and told me about the /etc
discovery. This would have been just as they first released OS X, YMMV.
Generally, though, I would first look at the Apple-provided config tools
to set up system services such as OS X.
