I had that same problem the first time I setup a NTP server.

After a lot of changes to the config file, followed by a lot of NTP
server restarts I finally figured it out:

All (most?) of my configs were correct.

The NTP server has to run for quite some time (bringing itself up to
sync or something) before it allows connections from clients.  After
letting it run for awhile, it worked.
