FracT,  I've got 11 256Kbps T1s.  Telco frequently installs full T1's
but your can buy a lower speed and they choke the connection, only bond
so many channels, etc... Then when/if your willing to pay for more you
just pick up the phone - no hardware changes.

refers to however.  Dial up is choked by the FCC long before any
contention based problems at the POP will become evident, at least with
a decent ISP.  Possibly he means cable modems and the shared segment
thing.  Same is true for DSL really, as the ATM legs are aggregated at
the DSLAM, and the bandwidth out of there is never 1:1.  But an over
subscribed edge device is "easy" to fix - whereas a modem is just a
hopeless chunk of technology.
