Please add a "-v" option and look again, i.e.:  iptables -L -v

The "-v" lists more criteria that may effect if something is accepted 
or rejected.  (i.e. the accept-all rule may only apply to a certain
ethernet interface or may apply only to a certain protocol like ICMP)
