Yes, FreeS/WAN is Linux only, BUT FreeS/WAN runs the standard IPSEC
protocol, and you can have Windows clients.  There are a lot of articles
telling how to make Windows clients work with a Linux FreeS/WAN server.

You don't have to be all Linux.  ALL you need is ONE Linux box running
FreeS/WAN.  Clients can be anything that supports IPSEC.  Windows,
Linux, MAC, ...

The IPSEC client software _may_ cost money for Windows (never checked
into it), but not much is free in the Windows world.
