Not quite.

Essentially what I'd proposed. We had a line in inittab on
all the Boogies workstations that printed:

   Not with This Operating System!

If the user got into tty mode and hit control-alt-delete

If you use the GDM metod or something else (I dodn't know 
about this GDM feature, I think it's newer than my last look
at the topic), clean off the desktop. Delete all the icons
the distro install or WM puts there.
