Thanks for all the help.

It all works now.
Like you said I had to link to wrapper in /etc/srmsh

I also had to change ownership and permissions on the majordomo list directories.

You need to link the program from /etc/smrsh.  Thats what service unavailable 
means 99.44% of the time.
