This is just a guess, but just before the section of httpd.conf you
pasted, is the line

NameVirtualHost *


there? That is, did you uncomment it?


I seem to recall I had to uncomment that line in setting up named based
virtual hosting. Just a guess. What version of Apache? RH 8?
